Is the only way to ensure the public sector stops cutting off voluntary groups' funding at short notice, or refusing to pay the full costs of delivering a service, to judge such behaviour in star rating inspections? Yes, says Lord Adebowale, the chief executive of social care charity Turning Point.

"Unless it becomes part of that [inspection rating] dialogue it will not be seen as being core business," he says.
