The warm reception for Gordon Brown's third sector review was due to tone as much as substance. The emphasis on the campaigning role of charities, on grants as well as contracts and on small community groups as well as large service-delivering charities.

But not entirely. Among the new money was a promise to give £50m to "local independent foundations" in order to build endowments that will provide income to front-line organisations. The money will be allocated on a match-funded basis with charitable and corporate contributions.
