15/06/05 - Lottery attacked as stealth tax

Planned changes to the National Lottery risk turning the draw into a "stealth tax" used to plug gaps in public spending, the Conservative and Liberal Democrat parties said yesterday.

As MPs debated the second reading of the national lottery bill, which will merge the New Opportunities Fund, the Community Fund and the now defunct Millennium Fund into a new Big Lottery Fund, charities warned that the legislation would undermine the lottery's founding principle: that proceeds should fund projects not paid for by the taxpayer.
